We present a comprehensive framework for designing m-government services for developing countries. The requirements of the framework are derived from the synthesis of findings from the literature and empirical study. The Open Group Architecture Framework is adopted to derive the components, which are used to realize the framework requirements. The framework can be appplied in government organizations when designing mobile public services.
